To encourage people to buy pedigree dogs, the government creates a heavy tax on mongrels. Their owners start to get rid of them, and dog shelters are soon overcrowded. 13-year-old Lili loves her dog Hagen, but her father abandons him on the street. While Lili is looking for him throughout town, Hagen, left all alone, discovers the cruelty of men. He joins a gang of stray dogs fomenting revolution. Their vengeance will be without mercy. Lili is the only one who can stop this war.
