Can social ties be repaired?

From the welfare state to the ethics of care, the last few decades have seen an evolution of our understanding of insecurity and, with it, that of individual and collective responsibilities when it comes to protecting or repairing social ties. How do those evolutions affect social work and the organisation of forms of solidarity today? Are our institutions still well-equipped to look after people?
