Freedom of expression and creation, equal access by all citizens to artistic creation and knowledge, the development of free will and one's critical mind, the respect of territorial equity are so many essential values and principles for personal and collective emancipation and thriving. Such are the foundations of the permanent conference for arts and culture presented by the Provence-Alpes-Côte d'Azur Region starting in 2016. How can we make sure, at the regional level, that culture is inclusive, accessible to all, and that it encourages participation?
